The committee to designate Loma Alta as a Historic Community has the following agenda:
 

Meeting Minutes for the meeting at 2939 Mesa Drive, Tuesday, August 5, 2004


Meeting was called to order at 7:25 p.m., by Greg Root, President:


Additions and /or corrections from previous minutes: Jane Brunst reminded the group that our discussion from the previous meeting was to have LANA meetings on the 2nd Tuesday of the month rather than the 1st Tuesday as many school meetings and other community functions are held on the 1st Tuesday. The motion was made to have the 2nd Tuesday of each month as the regular LANA meeting time, Alan Case 2nd – motion passed - Minutes approved.

Election: Greg informed the group of Nadine Scott’s resignation as Secretary/Treasurer. Ed Burns nominated Jan Roche to take the position – Linda Chandler 2nd – motion passed.

Treasurers Report: This was the first LANA treasurers report given by Jan:

Greg and Ed will open a LANA bank account which will requires two board members signatures. No funds will be dispersed without group approval.

Introduction of Guest: Greg introduced David Manley, Code Enforcement Manager for Loma Alta Division, from the City of Oceanside Housing and Neighborhood Services Department. Mr. Manley spoke briefly regarding what Code Enforcement is and isn’t, and outlined the process by which a complaint is filed with Code Enforcement. Much discussion followed with significant concern voiced regarding the home on the corner of Penkea and Hoover. David will go to the property and assess any code violations. Roger Colton, who lives next to the house in question, agreed to follow up with documentation and communication with David Manley. Bruce and Linda Chandler will help.

Housekeeping – How to get an item on the agenda: Members who want an item on the agenda will request in writing one week in advance of the next meeting. Presenters will have 5 minutes to speak unless they have arranged for a longer presentation with Greg Root or Ed Burns . The item may then be handled by that individual, or a committee, to research, communicate with the appropriate entity, and present to the group for a vote. New items on the agenda fall into two categories: non-emergency items and emergency items. Emergency items are defined as those items that have a time restriction, i.e., a scheduled Planning Commission meeting etc…

Hidden Canyon expansion update: No date yet on Planning Commission Meeting. Greg will be notified by Gerald Gilbert with the City of Oceanside Planning Department prior to the meeting.

Ed informed the group that the owner of Hidden Canyon filed a Negative Declaration with the City of Oceanside, which states that there will be no negative effects on environment, traffic, etc., by expanding the Hidden Canyon units. As community members we can file an opposition to this negative declaration by submitting in writing to the Planning Department of the City of Oceanside and referencing Project #T-13-02, D-29-02. This may be hand delivered, or submitted through the city website using the proper reference #.

Loma Alta Meet and Greet: There will be a “meet and greet” party hosted by Ed and Pamela Burns at 204 Hoover Street on Saturday, September 18th, 2004. This will be a BYOB and an opportunity to socialize and get to know your neighbors.

Mesa Drive and Buddy Todd Park Issues: LANA Board Member James Felton spoke to the group about the lack of improvement regarding speeding on Mesa Dr. While the City did install a stop sign at the corner of Mesa and Hoover, and has taken action on a few other requests, they have not yet installed a stop sign at Parnasus and Mesa, or a crosswalk at that intersection as promised. James also has continued concern regarding sexual activity in the restroom at Buddy Todd Park, and concerns regarding homeless persons in the park. A committee was formed to address these issues; Committee members are: James Felton, Donna McGinty, Alan Case, and Mindy Felton. Donna McGinty will contact Community Affairs and Oceanside Police, regarding these particular issues.

Street Beautification:
Ideas: James Felton proposed to have a fundraiser for LANA by painting addresses on curbs throughout Loma Alta – perhaps with a Loma Alta symbol of some kind. This will be a future agenda item.

Mindy Felton proposed the idea of drafting a letter to give to neighbors who need yards cleaned up. Mindy will prepare a draft of said letter for next meeting. This will be a future agenda item.

There was some discussion regarding Ruth on East Street and how we might help her. Jane Brunst asked the group to be on the lookout for kids in the neighborhood who have been harassing Ruth.

Other: Greg asked the group to please help in locating a hall in which to have our future meetings. Would like to keep the meetings here in Loma Alta area – perhaps in one of the churches on MacDonald. Jane Brunst will also inquire about a City of Oceanside library meeting room, which may be available.

Suggestion that we have local representatives and/or political candidates from the City come to a LANA meeting to speak.

Ed Burns informed the group that the City of Oceanside needs public input regarding what to do with El Corazon. Find forms in the mail or on the City website. Let your voice be heard!

Finally: Greg spoke briefly about his ideas for the Loma Alta Neighborhood Association Newsletter. It will be in retro style but with new and important information – we will sell advertising featuring businesses in the Loma Alta area.
